I've read too many manga that would do all sorts of shit just to prevent any sort of cathartic reunions from happening, that I feel nothing but just the most pessimism with their plan.

Something like, idk a dragon will swoop in, capture Rukia, and then nuke the place before teleporting to the other side of the galaxy. So they'll have to develop their civilization all the way back to starfaring, and then the MC will have to become the Space Pirate King with his merry crew aboard the Million Sunny to finally challenge the dragon to save the sister.

this feels way too possible ... I mean something happen so the plot doesn't move

It's the other way around, because they managed to infiltrate the inner sanctum at all, they are being careful. Especially in a world with all of those wacky blessings. Especially after Rosa reveals herself being careful IS the play. With Rosa out in the open, they really can't do anything, she could just freeze time at the drop of the hat and they're fucked. Considering we know that Rukia is supposed to be the only other person with the blessing of time, there really isn't ANYTHING they can do. Diplomatically they can't really do much either. If they lie, their threats can be neutralized very easily, on the other hand, it's not like they can declare war either. Both the witch and forbidden island are top secret information, so they'd have to leak that to the public.

But I get what you mean. The leather jacket like he's wearing is a relatively new thing, but that started as sheep skin lined leather jackets worn by military aviators in World War I. No one (to my knowledge, anyhow) had aircraft with pressurized interiors at that time, so aviators were all-but completely exposed to the elements. Which, even as low as 10,000 feet are pretty damn harsh, and that's before you even factor in wind chill. (Open cockpits, you know?)

The association with punks and motorcycles come by way of those very same airmen. After the war, nothing gave them the sense of speed and thrill of flying a fighter plane...

...EXCEPT for motorcycles. You can pretty much guess the rest of it, but it's not hard to find if you want to know more. It is, after all, very literally history.

As for what we see here? This was likely the result of Kai using his otherworldly knowledge and Koromo's skills to create a convincing bad-boy look. And to these people? I bet to them it looks like the devil himself just showed up on their doorstep (in their most "holy" sanctum, no less), and with an offer they can't refuse.
