Simply though it was a combination of a very famous person wearing a completely different look from normal(unexpected), and looking really cute that people were distracted by staring and had accidents.(it's meant to be humor for just how much of a difference the change in look was, by overexagerrating the amount of injuries caused)

You also could take this video and replace cell phones with people staring at her as she walked by.
