Yeaah I do get the slum guy's suspicion,like even in the modern day someone can lie about promises of a good job and pay to desperate people, only to later enslave them. The workers are sent to do backbreaking labour and beat up if "quotas" are not met, and were given horrifying living conditions, in return of scrap pennies for pay. It's technically a "paid job", but it's obviously a miserable situation.

It's just that... His position is basically "I will rather die of scurvy and starvation than be enslaved by nobles", and is that really any better? And plus him being even given the seat in this meeting at all is kind of already a sign of goodwill. If corrupt nobles want to enslave the slum dwellers, then they'd have just dragged people from the slums and force them to work. The author is thinking with too much of a modern mindset here.

I also agree with the other people saying that if the territory is well managed there shouldn't even be any slums at all. I already forgot if they ever established if there was external cause (war or something) or if the previous lords were just incompetent.
