Because I was reading the RAW before (things get quite interesting)

"creator of heaven and earth" is the unique skill she has and also what she goes by.

Basically, each time she dies, a new race will be created and she'll also be born as one of those race.

Dragon is the latest one she's born as, and as the 'mother' of the race all creatures of that race can't go against her (hence why the dragons were like 'nope nope nope')

Though in her own word, rather than a 'god' she's closer to 'angel' since she was made by god(s?)

It lets him call any Hanzo, each retaining their own specialty (like how the OG Hanzo had shadow clone, then the next one had water clone)
