Yes, you are in fact criminally naive.
That self-entitled "lord" leng is clearly going to do Stolen Valor for any success by the negotiation team.

Ars would be appropriate as the "ruler" for sanctuary places such as San Francisco, Portland, or Chicago since whatever Ars has done has also been done in those places. Armed robbery let go without charges? Done. Hostage-taking when resisting arrest? Done with monetary award given to the criminals. Deadly force brandish to a kidnap victim? Done. Repeat offenders let go with monetary award? Done. Etcetera. Ars should be the ruler of San Francisco because maybe with magic, the Millenium Tower problem can be fixed. If not, Ars will use his deus ex machina power to stand in front of the Millenium Tower while proclaiming "I forgive you for leaning and threatening other skyscrapers with a domino effect collapse!" The forgiven Millenium Tower would then gratefully stand tall and straight without any more lean. As per the author, no details on how the problem corrects itself will be given as technicalities magically correct themselves offscreen.

It's not so much that Ars is criminally naive but more of the author using Ars as an excuse to ignore the technicalities of problem solving or how people renege on agreements and just skip to the successful result.

I get that Ars was brought up to believe in noblesse oblige, but those men had taken up piracy and for a few years now by their own admission. They must have had some success in being pirates to have survived for so long. As a noble, Ars has a responsibility not to just the men before him, but also those that those men have wronged.

ars is such a dumb generic japanese dogooder, but in these fairy tales it somehow always works out for them and they win by just bullshiting their way through the story
