Spoiler: Do you mean the Rimuru of this world, or

the original Rimuru, inside whom Clayman's soul is currently living out this fantasy as punishment/a way to see if it's safe for Rimuru to revive/use him ala Veldora? This isn't 100% the story, just how I'm guessing it's going to end.

I wonder how Rimuru side of technology progress would be like if Clayman side did not have anyone or rather any orc to wreck and kill the oni.

Taking the oni and orc part out, he will definitely still have the goblin, star wolves and dwarves. So... technology won't be a thing, it's just that it's a more peaceful and slow world.
