Yes, you got the reference right, although it is not only this panel, but also the previous one (with Jiromaru breaking the glass with his arm). Yuhei's position and expression, plus the view angle, are exactly like in the scene that happens right before the one you mentioned.
That aside, he did scare those two well x) And the rest of the chapter is great too.
