So what im getting here is that the kids don't try to bully Nishimura when the teacher is around or else they get properly scolded. Teacher was probably never there because of that AND Nishimura probably never went to the teacher about all the bullies. So all the bullying happens out of the teachers sight like in between classes, after school ect. Which would also explain why there are never any teachers around when they call her the reaper.
