It's strange that Japan is supposed to be so safe, yet there are thousands of manga series with these kind of rapey men hunting for women everywhere, even in broad daylight. The dudes in this chapter were just average in how they grabbed her and didn't want to back down even when someone who obviously knew the girl appeared. They were clearly rapists. This is just fiction, but they are present in so many manga that it makes you think. There's no smoke without fire, as the saying goes. Just like school bullying happens all the time in manga, and we know it happens a lot in RL Japan as well.
