He isn't, it's a fair evaluation. Selene is pretty much untrained and fights purely via instincts and brute force. The instructor realised he can't take her head on and swapped tactics which led him to get the edge over her.
Yes. Selene's raw strength is probably unmatched at the Academy, but her skills are... basically non-existent.
Graves has power, but he also has technique, and that's something Selene needs to learn if she's to be an effective warrior.
Of course, once she learns it, she'll be a titan in this universe.
