I kinda understand not telling them all, since wanting everyone to act surprised (or if spy in the royal guards) so that the cult doesn't run off, but I would expect the MC to tell the prince in private at the least.
"Btw, I sent a bunch of cultist to headhunt you, no need to prepare." Pretty sure that counts as treason instead of trap.
