Why can't they fly???
I mean yeah they'd get tired but then they could rest from time to time in places out of reach.
Walking is exactly the way they'd get kidnapped, I mean you would look like a child and be within reach of the humans. That's straight-up more dangerous and stupid.

And young dragons are even more valuable, so no they shouldn't fly.
