It's not totally out of the question, but you'd definitely need mixed blood on both sides and very odd luck.

I'm not as sure about his light-hair/dark-skin thing going on here. I'd have thought if your skin has that much melanin your hair probably isn't making it out clean blonde... But there are some people with really unusual combinations out there, though.

@Pokari generally its a mutative property for something like a light hair color and dark skin but from my research it doesnt seem to be a thing that has been recorded or studied.
