It's often not the ideology of "communism" or "capitalism" that's sh*t, but often, when the ideology is put to the extreme...

Basically, allowing some small level of communism isn't a big deal and neither is capitalism...

But how it's implemented. These guys are basically people who stole from the poor and abused their positions for these riches...

Maybe some of it was properly gained, but not most.... so technically, they deserve worse punishment...

So in this case, the "communism" is returning the stolen goods with interest and the Emperor was showing them mercy....
