Considering how early she showed up, my guess is she's a regressor and KNOW she can use Zion's power to stabilize the dragon's flame.

She probably was thinking that she could've offer to take the siblings in since she know how bad their situation was, but after being rescued by FL and noticing things being different OGFL decided shipping FL with her brother would be...less volatile.
