Tad confused here. Whose head are those? I doubt it's the bullies. Black order's necromancer make sense if no indication that they were from black order is there, since then the envoy would take it as "they threatened us necromancer" instead of "that's the black order we use as scapegoat".
But then they hit us with
"What if he asks for the necromancer to be hung in the plaza"
- does the necromancer nation want more necromancer hung?
- If he is asking to spare the necromancer that is about to be hung, how did he have that info?
