The meteorite ore was supposed to repel zombies, especially high level ones, so wouldn't it be the only way to create a safe zone. Otherwise a safe zone is merely one if it's created through brute force. Still, it's not like I would be blaming Tian Cheng for this lack of foresight. He hasn't been established as a genius of any sort. In fact the story has repeatedly mentioned he's totally average. The only reason he's doing so well is because of his previous life knowledge and all the hard work, as he's working like a man obsessed. Plus plot armor. So, not questioning the muysterious existence of the safe zone could be forgiven.
