An enemy is someone you can trust even more than a friend with a hidden motive or a friend who talks and moves behind your back. Why? Because in an enemy's case, you know one thing: he would always means harm. While in a friend's case, you wouldn't always know about his intentions. He could mean harm, he could mean something else. That's why, always be skeptical and don't expect anything out of anyone, not even bad things.

What's really funny is, Leon was warned by Noel that his intelligence was high enough that it's practically seeing into the future... Someone who tells you that and then declares he sees you losing and THEN acts in a suspicious manner AND THEN your crew tells you that all of them was approached by him.....for you to tell your crew that you trust that person more than them is the worst thing Leon could have done. Kaim was in his right mind far more than Leon.

In my opinion, its just a matter of personality, Leon is the type who dont want to see anyone die especially his friend, he will always think the safest option so he can bring everyone back alive no matter what, he cant bear a burden to part with anyone. So in this case I think Leon is the one in the right, Kaim (despite claiming as his friend) just doesnt know Leon too well.

In that case, he's still in the wrong. He's putting his own feelings over that of his party's and to tell that friend doesn't trust them is once again the dumbest thing he could have done. Trust begets trust, to tell your teammates you don't trust them regardless of the situation is the same as betraying them.
He doesn't trust their ability, he doesn't trust their bond and he doesn't trust himself to get them out of that situation. And regarding that last thing you said, would that not go towards Leon as well? Did Leon not know Kaim well enough to realize how he would react? Why was he so surprised to see his friend weep to those words?

See, now that's a better way to say it.
Now think about what I said where Leon was wrong "He told his party and friends, he didn't trust him" his decision to have them all saved was never part of it. And in this situation he's right, he should be leading a retreat.....but then he screwed up and said the thing. What he should have done was keep Noel's group out of it (the conversation) and just told them the reality of if Kaim's plan did not work. Again, Kaim was in his right mind. He purposed a viable plan. Leon was not calm otherwise he may have realized a better way to put his words.
