In my opinion, its just a matter of personality, Leon is the type who dont want to see anyone die especially his friend, he will always think the safest option so he can bring everyone back alive no matter what, he cant bear a burden to part with anyone. So in this case I think Leon is the one in the right, Kaim (despite claiming as his friend) just doesnt know Leon too well.What's really funny is, Leon was warned by Noel that his intelligence was high enough that it's practically seeing into the future... Someone who tells you that and then declares he sees you losing and THEN acts in a suspicious manner AND THEN your crew tells you that all of them was approached by him.....for you to tell your crew that you trust that person more than them is the worst thing Leon could have done. Kaim was in his right mind far more than Leon.

You are right, but the price they need to pay if something goes wrong is their own life, and a trust doesnt mean that much if they are dead, well the one who perish maybe feel satisfied because they reach their goal, but Leon (who absolutely gonna survive this) will be scarred for life. He doesn't trust their ability, he doesn't trust their bond and he doesn't trust himself to get them out of that situation. And regarding that last thing you said, would that not go towards Leon as well? Did Leon not know Kaim well enough to realize how he would react? Why was he so surprised to see his friend weep to those words?
