Not really bait. It actually says that Youta confides in Koyuki, not confesses to her. It may be slightly misleading, but it's clear when you read carefully.
And he's probably gonna tell her about his crush on Miki. That boy can't keep shit in hands whenever he's around Miki.

To add to kaokaoru's comment, Polar Opposites is quite good. The romance part of the story extends significantly past the whole confession part, which is a nice change of pace, and the characters feel very believable in their thought processes and interactions.
