God everyone is so fucking dumb. You are surrounded by killers, people who have shown no remorse when plotting the deaths of hundreds of people, and you have actual authority to deal with the problem, SO WHY DO YOU KEEP LETTING IT HAPPEN? This whole story could've ended so much earlier and with so many fewer deaths, but the story would be too short to give everyone the maturity of a child so the bad guys can keep getting away with it.

Hes being manipulated by his brother. In fact, pretty much everyone is being manipulated by Jermel, one way or another. Olga saw her death (probably by Jermel) so she went to isolation. Everything went wrong from that point on.
