Gatekeeping doesn't work. They know about the sites. It's when they get big that they can't keep overlooking them and then throw DMCA's or threaten with lawsuits. Again, they know about the sites.

The problem isn't gatekeeping, it comes down to how legitimate the site is trying to be. The problem with Mangadex was that it was trying to be completely compliant in the hopes that Japanese companies would see its value and the respect it was showing and leave it alone, which clearly doesn't work.

If a manga site as large as Mangadex is to persist it needs to be hosted on some bulletproof russian server or something where all copyright claims fall on deaf ears and it can't be touched basically at all.

The name starts with "b" and ends with "to" and has "a" in middle
Another one would be "manga" ends with "re" and has "fi" before re
