It is the same page, but I'm pretty sure it's actually from this chapter and was erroneously placed in the last one - hence why Arata abruptly goes to sitting back down after that page in the last chapter. It makes a lot more sense that he stands up, only for her to reaffirm her love and promptly kiss him.

Gotta give Kotono the credit she's due. I've never seen an ostensibly shy heroine who's anywhere near this proactive. Miku Nakano could never pull this off.

I disagree wholeheartedly. In fact, I'm confident that she's not supposed to look good in them. Reiji Miyajima has his faults, but he has an excellent understanding of fashion and how it factors into a character's design and personality. That outfit wouldn't look remotely out of place on Banri or his beloved Chizuru, but it looks awkward as hell on Kotono because she's clearly trying to force herself into something she's not comfortable with.

They are compared him to Kazuya. The protagonist of Rent-a-Girlfriend, series by the same author.

We are talking of a guy about 3 years older than the MC here, but way worse in every way possible. I'll list some of his problems.

1 - Kazuya got a girlfriend in the past, yet somehow feels less experienced with women.
2 - He can't avoid blushing and paralyze like a loser if he gets any attention from women.
3 - He wastes a bunch of his and his parent's money on Chizuru, a rental girlfriend (if you don't know what that entails, it's literally paying a girl to act affectionate and hang out with you, going on dates and stuff as if you were her boyfriend, but with no sex or real intimacy included) and lied to his family her being his actual girlfriend.
4 - He got self-concious about Chizuru -who he loves- dating other guy and imagined her getting fucked by someone else, which resulted in the most iconic scene of the manga with him crying while having an erection in a pool...
5 - Also not first time he auto-NTR himself, he also imagined his ex-girlfriend sleeping with other men in extreme detail after they broke up.
6 - In already 2-3 occasions he has rejected other hot and cute girls somewhat interested in him because he preferred to simp after Chizuru.
7 - Even now, after 1-2 years of knowing Chizuru, he still holds her in a pedestal, even though the manga itself has shown she has a bunch of flaws. Kazuya is aware, and accepts those flaws, but still acts as if she were a perfect unreachable girl.
....
Well,there's probably more to say, but I dropped that manga a lot of time ago.
You get the idea, though, Kazuya is pathetic.
