It does build their relationship, maybe even their character. At this point in the story you should already know that side characters have plenty of attention compared to many other series. it's easy to skip, they are usually pretty isolated, so your loss of crucial information to the main story is minuscule.Besides, what they're yapping about doesn't even build anything that isn't already established in previous chapters.
Again, what exactly is "telling something" mean? Isn't it recounting something that happened? Isn't that what happened here? Every chapter is a story, rich or poor. If you're the only one making money then it can be. It helps you to not impulse spend all your income like Qnoske. The word allowance does sound weird for us foreigners, but were talking about Japan, a country of weird. I assume while the husband is at work, the wife handles most of the expenses, so she has better understanding of how much money is needed vs how much their income is. Thus, the husband having a limit on spending helps staying within limits.Are husbands having an allowance system normal?
