My guess is it's the same wiretap.

Something like:
1. Stalker places wiretap
2. Stalker murders girlfriend & removes wiretap
3. First guy tries to tell them apartment was wiretapped but has zero proof -> arrested
4. New guy moves in and sees ghost
5. Stalker gets interested and places wiretap again
6. New guy comes home and focuses on the running electrical appliances because he already knows there's a ghost
