The blue ones can only appear under the light of the blue moon, so he has to wait for the right conditions first.

It is impossible without the light of the blue moon; the blue moon is the catalyst that causes the blue fruits to appear.

If he can find some way to replicate the light of the blue moon, that would be one thing, but unless or until that happens, there is not much point to trying because it simply cannot be done. It would be like trying to fuse hydrogen without the massive gravity of a star. You can simulate that condition with powerful magnetic confinement or a nuclear detonation (or, hypothetically, by replacing the electrons with muons), but without either the gravity of one of the simulations, there's no point in trying because it cannot be done.

I'd just take it to mean that it would take a lot longer - besides, set-ups with "systems" seem to be inherently broken, so I wouldn't be surprised if he found some cheat combination through items and skills to make it possible.
