This whole challenge is weird. If I understand it correctly, he could just hang around the entrance area of each floor and technically survive till the time limit expires? I mean, he'd never do that of course, and that would only work till a challenger hit a stage where the entrance area wasn't safe, but it still feels a bit odd to me. If someone doesn't strengthen themselves in the little time they have on each floor, wouldn't they just die when it speedruns them through all the floors?

Yes, and maybe. The average way to clear floor 35 is focus all your energy on stealth and diplomacy, though what you actually do is up to you. Especially on floor 17, he's going to have to beat himself because he's not the sort of guy to just talk it out for 17 hours with himself, his clone is going to go in for the kill 100% of the time so he's going to have to get stronger by then than he was when he originally reached floor 17 in order to beat himself.

I think floor 17 is actually going to be empty like before, since he has to redo the stages, not do them a second time.

It's marked as a spoiler because I've long since read the entire novel. This isn't a theory, he's regressed in terms of his body and so on, the stages and the world around him aren't what's regressed. He's doing this 35th floor on a seperate savestate of how the floors are right now.
If you want a question to munch on, ask yourself what the plan is for Lee Yeon Hee to pass her 35th floor, because she's going to have to face her own version of herself that has an incredible amount of prep, while it's impossible for her to use or prepare any items for the 35th floor.
