True dragons are known as thus to distinguish the pinnacles of living beings from lesser dragons or their offspring (as mentioned in the chapter). The Chinese term for "dragon" is actually surprisingly broad and even covers certain non-mythical animals, hence the need for subgroups and more specific classicification.

An example of non-true dragons would be the dragon-lion-like statues and designs you can see at Buddhist temples which are supposed to depict the offspring of a true dragon and a lion or a true dragon and a lesser dragon.
