This chapter pretty much confirms it's the humans who are the belligerents that need to be understood and made peace with.

I'm not so sure, Hell-Lord specifically mentions there are demons who hate humans with all their hearts. It's entirely possible that the political climate is actually shifting over time to be less hawkish in the Demon Realm, and they USED to be much more aggressive. That said, it sounds like the humans are the ones actively maintaining the status quo at present.
