I read it a long time ago so i may be misremembering, but i think there was like an entire light novel tome dedicated to how they met.

Specifically he got hurt to the point of requiring on-scene surgery. Since Misaki's power works through manipulating brain chemistry, she used it to flood his brain with natural anesthetics to prevent him from dying from shock, and fried his brain to the point where he straight up cannot form any memories relating to her or the event.
Not even short term memories. Literally just turn his head and he'll forget there was anyone there.
