Most animes adaptations leaves out a lot of the original story told in the light novel.
Mangas adaptations does it too, but less than animes.

That's because Index III was the worst LN adaptation I had ever seen, rushing the story of double the usual amount of volumes than it would usually take in the time frame they had, and as such they had to skip or handwave huge chunks of the story at every turn.
Not to mention the audio design was the worst in the entire animated series, bringing a new audio director that decided changing the iconic Imagine Breaker sound effect to that of a car speeding through a tunnel, muffled all explosions, ignored sounds falling debris should be making and overall failing to address impacts or heavy machinery in use.
And let's not forget the terrible shot composition, with most exposition or slice of life scenes being relegated to shot-reverse-shot where characters aren't even looking at where the other person would be in their conversations, characters teleporting everywhere and grave wounds disappearing between shots, or that terrible CGI blood splatter you would expect from an edgy Youtube parody video like Smosh or Abridged Series!
The reason you don't remember is because they didn't adapt this segment, but one could also assume it's because the adaptation was so egregious you deleted it from your memory to save yourself from the pain of having watched it!
