Since the art doesn't show that, it doesn't count as porn. Instead it's smut or erotica; still not okay for minors but able to get published or distributed in more places.

The next step down has a wide gray area. Some publishers don't allow for exposed cleavage, others allow a single flower petal covering the naughty bits.

The definition of what is Pornography has been changing in the US btw, some states generalize it as anything that can cause arousal.

Not really, the reason is much simpler

the japanese absolutely fucking suck at weight descriptions

a lot of them use the copout of "its a secret" but most of them legit dont know how much a woman weighs, and its not even only women, big burly anime men tend to be 70kg even if they are drawn as massive hulking muscleheads

I've seen it happen a lot in shounens and videogames
they just think men are always 70kg and if they are supper fat with a round belly then they are 80kg, and if its a woman its always 40 to 48kg unless she has huge boobs, fat ass, thick thighs and is taller or just as tall as guys, then she is 58kg tops, if you draw her properly fat then she is 65 kg max

again, most japanese artists are straight up dumb as rocks in that aspect and no one in japanese social media seem to care, proliferating these absurd weight descriptions

The real reason is even simpler: they and their audience don't give a shit about realism.
