Do you know different between mercenary and bounty hunter? Bounty hunter is legal in US law enforcer, but mercenary is not allowed to join any contract with US gorvenment. Private Militia Companies only offer services in armed conflict, not public service.

That's the crux of the issue. If we're to consider that, then I would also be confused as well as to how this is defined.

Given the context of this manga, they're offering services to fight those with special powers thereby creating conflict.

@DesertStorm fighting super power people is not consider as conflict. Conflict is about clash of two groups of people with their own ideologies, conflict is more political while those criminal public order. And mercenary is banned all over the world, a mercenary soldier is not protected by law of war. The hire gunners in Private Military Companies are only allowed to act as security guard for locations in warzones or some rich men, help small countries training their arm force or escort convoy v.v... they are limited to only self-defense, if they running around and attack first even if attack criminals, they are considered as mercenary and law of war don't protect them.

The author just don't understand what is mercenary and just think they can be used in public service. It is ok if the MC is send to over the world to kill super natural enemies in other armies or PMCs and gain money just like a mercenary.

Conflict can also mean the following:

a serious disagreement or argument, typically a protracted one.

a prolonged armed struggle.

a condition in which a person experiences a clash of opposing wishes or needs.

an incompatibility between two or more opinions, principles, or interests.

Yes, we can argue that PMCs is wrong, but then we miss the point of the issue. We need to understand the context behind the author's usage of the words. Not everyone is perfect in English, and most of them just probably use Google Translate.

I'd probably assume that you probably only use English in a professional setting because I can't see how you can't see the context behind their meanings, or you would probably have Asperger's. Literature apart from professional emails can help with that.
