I was wondering that too. I was pretty sure that Hourai immortals are still technically human (or lunarian), and even the wiki lists Mokou as human (and Kaguya as lunarian). Although the wiki also says that the Hourai elixir affects the soul and unties them from the cycle of life and death, so maybe there's some similarity between youkai and Hourai immortals?
