Only finding out about this now when it's been around for a year on the panda...
Every once in a while you come across a doujinshi that's absolutely riddled in historical references that only japanese historians and religious scholars ought to know...
About the Matarajin chant:
It is intelligible, though vulgar and missing context.

摩羅に幣を回して
𡱖に鼓を叩かして
生やせやキンタマ
チンチャラ
チンチャラ
チンチャラチャン
"Sodomy for Sodomy"
”Piss for Piss"
"We bring forth offerings of [penis/hindrances]" > Note 摩羅 is present in the god’s name 摩多羅神... coincidence? Probably not.
"The vagina taps the drum."
"The testicles become engorged"
And the rest are the sounds of bells. The same you hear in Ghost in the Shell's Shelling Sequence, and so many others.
Apparently, the chant praises the pleasure of the vagina and anus
