yes. They've been queerbaiting for years and the latest game has a very explicitly gay character who's obsessed with her boss. Like 100% unambiguous lol. Also Zun supervises the magazine this is published in so he read this and gave it a thumbs up before it was published. Doesn't make it canon or anything but it's like "this is compatible with my sense of what this world I created is" lol. They probably wouldn't publish that one Touhou doujin that explains the "yukkuri" flying head touhou meme by saying that's when Reimu devours Marisa's body as punishment for her misbehaving.
