Why are none of the girls carrying umbrellas? Oh, wait, considering they are those who remain it's fairly obvious why (exhibitionists). Surely exists other solutions too, like creating more roofs over walkways, or not wearing clothes at all. Would kare-shirt work, or would that be considered girl's clothes despite the property-owner not being the girl?

The premise is just too absurd for me to take seriously. Whatever happened to umbrellas, raincoats, ponchos... hell, how about vehicular transportation? Ever head of cars? Buses? Maybe not taxis since the drivers would probably wanna see the ladies soaked. Women should be getting discounts for cars in that town, sales would be booming... or maybe they can all just crossdress if the problem is just "women's clothes" and not "women wearing clothes".
