I have to agree. Seagal especially is a great villain. That attitude of seeing a new opportunity in every failure makes him a great character, as bad as I feel about saying that about a crook like Seagal.

The onmyouji organisation of Japan, among the villains, is bottom tier, though. I suppose in a complex story, petty villains are needed as well.
