Perhaps they aren't even aware of protective sleeves. I never collected any cards, but I do remember the cards were sold in any grocery store, but I doubt the protective sleeves were. They might be more like specialist store merchandise. Although I suppose the cards were so big in Japan that maybe things were different there. Kids don't have much money, though.
