And your comprehension skeel is almost zero . He was bullied before by delinquents, and Paris does look like one from his appearance (don't judge a book by its cover situation), so someone like Rei who came to a new town just to avoid those situations again would clearly act like that. He also gave his reason when Paris mentioned about Rei living alone, it's normal to think that a delinquent wants to turn his place into a hangout spot. Besides, his behavior towards Paris changed after he realized Paris is a good guy.
