I think he was kind to Tsubomi because he saw some of his own struggles to change in her. They have a lot in common, although nobody would be surprised if he hated her. She was clearly not the ringleader of the group and was the least severe of the bullies by far. She may be the only one that he could forgive easily, maybe he already has in his mind.

I still believe Tsubomi offering her virginity to Ueno is a play she might use to erase her guilty conscience. Tsubomi is the only bully out of the three that never attempted to have penetrative sex with Ueno. Obviously, it would be a tough sell since Ueno just started dating Moka, but we'll see.
