Hm, well since our protagonist is currently lacking his powers, normally the pattern would be that he comes to appraise him while he lacks them, thinks he's worthless, and then right when he's about to leave (or possibly he does leave and this happens later) the powers return and he's forced to acknowledge them.

Also the Megumi guy reminds me of that Dr. Whatisname meme, the big smiling barrel chested guy with the wide walk.
