Death is one of the master rules, 2nd seat to be specific, appeared a few times now but there's no chapter focused on her just yet. Fuuko and Andy are fighting Death and Luck

Victor was sealed away with the card because Juiz doesn't want him to suffer further, but now he's back to life, what a "tragedy". Julia awakened Unjuctice with that tragedy and negated Soul's attack.
