That wouldn't change their numbers now, would it? The implication is that NIN is a far smaller of an organization then it would initially seem and their combative abilities are even less impressive, add to that how UN shitted on their research center in the previous chapter and how they outpace them technologically as well. Their greatest asset was "Escape" and that no longer exists blown to secure their identities(DNA, so them assuming multiple identities for espionage won't help them) and even that failed, because the government has it anyway. The prime minister wants to rein them in and is working with UN to achieve that, so it doesn't seem they have muchare they not all clones?
