Taira and ozu. I think it’s the fat guy with glasses who is a higher ranking ninja like Kato. He was the office guy in the beginning with the foreigner. Taira is the bald guy that gropes that scientist one eye chick.

That geezer is none other than Shimada, the poison user (poison hands! check the gloves), who was introduced much earlier (chapter-wise) as the Jonin in charge of the Foreign Trade department (which would happen later in his career). I don't think it'd make sense for anyone to pretend to be him of all people... but maybe I'll be wrong
