Ground keeper who had an early sword fight with Kuro. He had super hearing and his desire was to oversee kids growing up fine. Others in NIN call him the grave keeper for the massacre NIN committed against the Under Ninja fake money scheme in the 80s(?)

IIRC he's also a 3rd party, being neither NIN nor UN, but the ministry of health (alongside the gyarus who fought Kuro). I think there was an org chart somewhere, I can't recall their relationship with the Japanese government, but... that Vader hand can't have been cheap.
