NIN are fuckheads, all of them. Although the two detectives were douchebags, silencing the surviving student and pinning his death on them rubs me the wrong way. Juro's meathead cockiness is also getting tiresome. Even Suzuki is more interesting than that guy.

Kato is connected to the Kumogakure clan in some way. That connection sent him to Kuro in the first place.
It is possible that the Kumogakure, even with a seat in the NIN council, have their own autonomous initiative.

I guess it's part of how we differentiate the Kumogakure siblings... each of them has unique traits that makes them stand out (that's why each of them is rumored as the 'strongest'). Kuro is the most likable one, while juro is the opposite... I guess we'll be more into his character after he clash with the UN's strongest

Juro is very cocky. Not quite as endearing as Kuro.

But that's a good thing, it is that cockiness what allowed him to avoid becoming a ninja failure like Saruta and Nekohira

Remember that both Onikobe and Suzuki had the secret mission of using and seducing their fellow students in order to approve the year, while everyone who fell for them was reproved, this is what send those 2 down the path of becoming renegade ninjas and the reason why they held a grudge againts both Onikobe and Suzuki

And now we find out that Juro was so far away from getting caught, that he doesn't even remembers Suzuki and Onikobe, whose whole strat was to lure their classmates into a honeypot!

The author seems to be blurring the lines of good and evil here, and prefers two opposing sides working towards their own goals at the cost of collateral damage instead. Quite the pickle for us readers deciding on who to cheer for.

The thing is, NIN were always immoral pieces of shit, it was just easier to root for them because Kuro was so likeable, now that he's gone tho, yeah it's harder to root for somebody.
My general rule is, if they're a Kumogakure, I want them to win lol

Yep, but I'm pitting them against UN, who started killing off innocent bystanders just to agitate NIN. So yeah, bad people all around but they believe that their actions are just.

The thing is, we still don't know the end goal of either faction, we know that UN wants to destroy NIN, but don't know what's the goal after that, and what about NIN's goal? Is it to just keep the status quo with the elders on top forever, changing bodies every few decades?
I think one thing to keep in mind is that NIN is probably working under a foreign power, that could be the united nations, the CIA, etc. While UN seems to be a more localized power, maybe their goal could be to remove foreign influence over japan.
The thing with this series is that everything is comunicated in the most annoying way possible so it's easy to get confused as to who works for who, and who benefits from what.
