Depends on the world building.
Some stories have long lived races age slow from the get go. Meaning she could look like a toddler for a decade or longer. For example, Mia from Death March looks, acts and, is treated as she's around 10 despite being 130.

While other stories have them age close to or the same rate as short lived races until they reach their late teens. Such as Aria from Gaikotsu (50 years old, looks early 20s) or Ryuu from DanMachi who is 21 and looks her age.

In this specific story, high elves are like a myth even to elves so we have nothing to go by how she'll age.

He’s just saying that in anime’s and mangas whenever the MC (or someone close to the MC) shows off the power, entire forests get leveled. For example, to show off power, the MC would use “basic magic” and it would cause a huge fiery explosion and would destroy a huge part of the forest. The dude is making a joke about how the forests needed to be protected from these people (or maybe he’s actually a manga and anime forest rights activist)
