It is indeed that situation, from what i am getting from the afterword they're sooooo close from being together. The only thing that stand between them is a "veil", so fine they didn't notice it, yet it tickles them every now and then. The author said in the afterword of a volume i forgot, that there's a few moments where the "veil" trembles ,and they almost cross that line. This manga is all about the "unspoken", it's never explicitly stated, yet it so obvious and clear as a day from their interaction.
