What I get so far is that Seong-gu thinks he's killing perpetrators, but in fact he's killing useful idiots who're lending their names to the real masterminds. I guess the authors are gonna keep at it with their demonstration of why vigilantism is a bad thing.

This guy isn't a vigilante, he's a murder-happy psychopath. He wanted to kill someone just cause they bumped shoulders, he likes the act and "doing it for justice" is just his convenient moral excuse.
