Jack is the direct reflection of whoever interacts with him. He appears as a monster to the Slum King because his existence revolves around fear, he appears as a saint to Kikunosuke Abashiri because she has a pure heart, and so on.
He threatened Himiko instead of killing her because her fate wasn't sealed yet, and because deep down she didn't want to go with the Slum King.
